Back in the 1970s, the Independent Commission Against Corruption (ICAC) was established in Hong Kong. Investigation Officer Li Zichao, played by Michael Hui, was responsible for hunting down corrupt detectives, unveiling a chapter of the colonial era. Oppressed and marginalized police officers Nam Kong, played by Tony Leung, and Lui Lok, played by Aaron Kwok, hoped to change the status quo. They collaborated to establish a system of police corruption and successfully ascended to the position of Chief Chinese Detective.
