The film tells the story of a new challenge in the fight against drugs, revealing that the hidden web has become the culprit of the new drug trade. 4 tons of drugs have secretly entered Hong Kong in the heart of the Asia-Pacific under the cover of a super typhoon, ready to be sold on the Internet in a drug-selling frenzy. The police have to find out who's behind the dark web, and are forced to bring undercover police officers to the forefront. The showdown between the police and the drug dealers is a doomed one, and the undercover officers are at great risk.
When the mysterious drugs arrive in Hong Kong, things get even more confusing, and all the clues lead to the seemingly harmless lawyer Lam Chun On, played by Andy Lau. He uses the dark web to buy and sell drugs, and uses the law itself to get away with it, causing a series of scandals. But he doesn't realize that he's in the crosshairs of both the police and his enemies, and with one misfortune after another befalling his nearest and dearest, he's out of control, and he intends to make the whole world pay for him.
